Ondrej Čurilla
Ondrej Čurilla is a senior associate at Havel, Holásek & Partners. He specialises in public sector law, specifically in public procurement, PPP projects and concessions, general commercial law and corporate law, legal audits and due diligence investigations, and transport and logistics law.
In the area of public sector, particularly public procurement and concessions, he specialises primarily on advising clients (both contracting authorities and contractors) in connection with the administration of tender procedures, public procurement and concession procedures, including advisory on the preparation and organisation of public procurement / concession proceedings, participation of contractors in those proceedings, and drafting related expert opinions and legal analyses.
In the area of commercial law and corporate law, he participated in legal audits performed in connection several transactions (on both the sell and the buy sides), and also advises clients on legal issues related to the liquidation of business companies.
In the area of transport and logistics, Ondrej primarily focuses on the regulatory issues related to railway and road transport.
Before joining Havel, Holásek & Partners in 2007, Ondrej Čurilla worked at the Czech-German Chamber of Industry and Trade, where he focused on providing advisory to German investors.

- advising a contracting authority (a state contributory organisation) on the implementation of a procurement procedure for the selection of a private partner for one of the pilot PPP projects in the form of a quasi-concession by means of a competitive dialogue
- advising a sectoral contracting authority on the implementation of a concession procedure for the selection of a private partner to provide ancillary public transport services
- advising the contracting authority (a voluntary union of municipalities) on a concession procedure for the selection of the operator of waterworks infrastructure
- advising the contracting authority on several public procurement procedures in the IT sector in connection with the 2011 census
- advising the contracting authority on the Czech Republic’s presentation at EXPO 2010 in Shanghai (a series of tender procedures – the Czech pavilion and exposition, travel agency, cargo, PR agency)
- advising a major sectoral contracting authority on the implementation of a public procurement procedure for the supply of power via electronic auction
- advising the largest European air carrier on the contemplated acquisition of the Czech national airlines via privatisation
- advising a contracting authority (a ministry of the Czech government) on the review of the contracting authority’s conduct in several award procedures
- advising a contracting authority (a municipality) on the organization of an award procedure for the selection of an insurer for the contracting authority and its subordinated agencies
- advising a major international IT company in connection with their participation in procurement procedures
- advising a leading German manufacturing company on the review of the contracting authority’s conduct in proceedings (including court proceedings)
- advising a major Swiss financial institution in connection with the financing of a project of acquisition of railway trains by a Czech private railway transport operator
