Adéla Havlová

partner

Adéla Havlová is a partner of Havel, Holásek & Partners. She specializes in public sector advisory, real estate and construction law, expropriation, corporate law and commercial law. Adéla is co-responsible for providing legal services to German-speaking clients.

In her public sector practice, Adéla Havlová focuses on public procurement and concessions, PPP projects, state aid, transport, construction, acquisitions, IT and insurance law. Adéla advises contractors on tenders, in connection with their participation in public procurement procedures, and assists them in contract negotiations and in subsequent objection and review procedures. Likewise, she advises public and sector contracting authorities throughout the preparation and organization of procurement proceedings pursuant to the Public Procurement Act and the Concessions Act, advises in contractual negotiations with contractors, and provides partial legal opinions and support in administrative review and court proceedings. Adéla regularly publishes articles and speaks at professional conferences.

Before joining Havel, Holásek & Partners, Adéla Havlová worked for seven years at the leading Austrian law firm Wolf Theiss in Prague and Vienna.

  • advising the contracting authority (a ministry of the Czech government) on the centralized purchase of 3,500 cars, spare part supplies and servicing, including organization of the procurement procedures
  • advising a contracting authority in an award procedure for transportation services
  • advising a contracting authority (state contributory organization) on the implementation of an award procedure (in the form of a competitive dialogue) for the selection of a private partner in a pilot PPP project by means of a quasi-concession
