Petr Kadlec

partner

Petr Kadlec is a partner of Havel, Holásek & Partners. He specializes in commercial law, public procurement law, competition law and energy, infrastructure, environmental, IT law and international trade law. Petr has extensive experience in providing legal advisory to the public sector and in regulatory matters.

Before re-joining Havel, Holásek & Partners in early 2011, he worked at the Directorate General for Competition of the European Commission in Brussels for three years where, as a senior lawyer, he participated in antitrust and abuse of dominance investigations, mainly in the financial services sector. Petr worked at Havel, Holásek & Partners between 2003 and 2007. During his studies, he also worked at the Prague office of Hogan & Hartson in 1999.

  • comprehensive advice to public and sector contracting authorities on the preparation and organization of open, restricted and negotiated procedures with and without notification, as well as competition dialogue

  • advising a company building gas pipelines in connection with disputes related to contracts for the construction of gas pipelines in Russia

  • performing a legal analysis and drafting a methodology for the implementation of the “polluter pays” principle in brownfield revitalization projects financed with EU funds
